I spent my formative years in Northern California, the foothills of El Dorado County to be exact. As a young man, cannabis was a part of the local culture and still is. I then joined the Army and disavowed cannabis for the duration of my career. After retirement I returned to California and began a second career with the State of California, Bureau of Security and Investigative Services (BSIS) which licenses and regulates the security guard industry. In 2017, when Prop 64 passed, the Bureau of Cannabis Control (BCC) was formed. I was one of four personnel (The four Horsemen of Cannabis) selected to build the Enforcement Unit. I was instrumental in building the training programs, enforcement programs and policies for the BCC. Over the last 4 years, I have seen much of the cannabis market from the inside out; always at the interface between the Department and the Licensee. I have inspected nearly 1,000 dispensaries, distributors, microbusinesses, testing labs, manufacturers and cultivations for compliance.
While in this position, I became a student of the cannabis market in California always noting what was working, who was doing well and why. I can make suggestions which smooth operations while remaining compliant.
